Date refinement Implemented

"Submitted 1 day ago / 1 week ago / 1 month ago" is too vague of language.

But DD/MM/YY and MM/DD/YY are not universal

And strings link "Submitted on Jan 1" do not translate correctly into German.

Dates are tricky and need more work to get them right for lots of people are around the world.
