I like the idea of named levels, but I think any reputation system should add value to the process, not just "feed the machine". Consider two scenarios: User one - Votes on every idea, submits multiple ideas a day, none of which are worthy of addressing. User two - Votes on some ideas, submits occasional ideas that garner votes and has one or two ideas worthy of addressing.
Which behavior are you trying to promote? How do you gear your reputation system and rewards around that behavior?
I think you almost need a two tier system - accumulating points by voting and submitting ideas can move you up to a certain level, but without ideas that are garnerning votes and gaining acceptance you can not move any further up...
